Business leaders and city officials yesterday hailed the proposal by J. Wiss & Co. and the Motor Club of America to expand and build new facilities in Newark. Here are a few capsule comments:

Robert G. Cowan, chairman of the board of National Newark & Essex Bank, who is also a member of the Newark Industrial Development Commission: "I am happy to see the city keep good businesses in Newark. If we can create an environment that will make companies expand and succeed, through this process we will be able to attract new companies."

Jack Slavitt, chairman of the Newark Industrial Development Commission: "This is a significant development. Our goals are to attract new industries and to encourage existing industries to expand."

Councilman Joseph V. Melillo: "I'm thrilled at this type of revitalization. It's a welcome relief to find a company desirous of remaining in Newark instead of fleeing. It shows firms are regaining confidence in the city."

Councilman Michael A. Bontempo: "I'm happy. Let's forget some of these people from the
